Built onto an existing Lighthouse in the Dry Tortugas, what would become Fort Jefferson would wind up being the Union's forward base of operations in the Gulf Coast, alongside Key West until such a time a major Gulf Port can be taken. President Lincoln has taken to using the isolated outpost as an alternative punishment to those who would desert the Army.
